That is a silly request but I'm intrigued by this, where did you learn this? If it is true then it is a great fact.
I've spent 3 years in culinary school, another 5 years working in professional kitchens and managing catering establishments. And I've never heard this before.
What confuses me is that if I go to the supermarket and buy a pack of sausage meat, take it home and shape that sausage meat into thin (or thick, whatever your taste) cylindrical shapes, can I not call them sausages as they've not got a skin?
I'm now going to consult my Delia Smith, Hugh Fearnley-Whittingstall and other various chefs books to check on this.

It's also deep-fried, sausages are not deep-fried.
A Dutch person told me it's not a sausage. Wikipedia says it's not a sausage.

Who says sausages aren't deep fried?
Of the multiple quotes I posted earlier, one of those was from wiki. Tobias once told me that frikandel was a sausage.
Anyway, this is detracting from you saying a sausage isn't a sausage unless it has a casing.

Can we just end this now? We're arguing over whether a sausage-shaped meat product from the Netherlands is a sausage or not. A DUTCH PERSON told me it is not a sausage. This is substantiated by:
Therefore Wikipedia is inferring that a sausage is only a sausage if it has a skin. A translation of the Dutch Wikipedia page, which has a comprehensive history on frikandellen, says it's basically a flattened meatball.Wikipedia wrote:Due to the absence of skin, one could argue that it technically is not a sausage.
