[Public Beta] AI Smoky Starts Patch

This is a very simple patch that makes the AI cars smoke their tyres at race starts and leave some slightly more pronounced skid marks.

It was achieved by lowering the sensitivity of the skid mark/smoke generation parameters. To avoid tyre smoke being generated during normal driving, I added some extra code that measures the AI's wheel speed. Once a certain speed is exceeded, the sensitivity parameters return to their originals.

I'm releasing this as a beta because the above is a lazy way to do it and there might be unexpected side effects. The final version would only lower the sensitivity when the AI are in their start sequence but I haven't had time to work out how to do that yet.

Let me know of any CTDs or if you have any other suggestions for this patch.
